High Volume Criminal Justice System Users

This indicator shows "high-volume" criminal justice system users: violent offenders, defined as those who have committed Homicide, Robbery, or Aggravated Assault who have had at least two other encounters with the criminal justice system in the past 12 months as a suspect, victim, or witness (excluding those who are only witnesses), by their neighborhood.

Why is this important?

A relatively small number of individuals are responsible for a large portion of the violence in St. Louis neighborhoods. This indicator shows where there are concentrations of individuals who have had multiple contacts with the criminal justice system. This data could be used to guide interventions intended at reaching these individuals.
